CenturyLink POTS Replacement: Your Options After Lumen's End of Sale

Lumen has stopped selling and renewing the copper services CenturyLink customers have run for decades. Here is what changed, what your realistic paths are, and how to keep fire panels, elevator phones, and fax lines connected.

Request a POTS Link Assessment

If your organization still runs analog lines on CenturyLink copper, the ground shifted underneath you this year, and it happened mostly in filings and customer notices rather than headlines. Effective January 30, 2026, Lumen affiliate Level 3 Telecom grandfathered more than 40 voice services across all 50 states, including basic business lines, PBX trunks, and SIP bundles. No new orders. No renewals. Move, add, or change orders are accepted only for migrations or disconnects. If a CenturyLink POTS replacement plan was on your someday list, it just moved up.

Then the exits accelerated. On February 2, 2026, AT&T completed its $5.75 billion acquisition of Lumen's Mass Markets fiber business. And as of August 1, 2026, Channel Dive reports that partners can no longer sell or renew Lumen voice offerings at all, with expiring contracts rolling to month-to-month.

None of this required Lumen to send you a shutdown date. That is exactly why it is easy to miss.

The Short Answer

CenturyLink and Lumen business customers are now on three clocks at once. Voice contracts stopped renewing, the FCC's Network and Services Modernization Order (FCC-26-19A1, adopted March 26, 2026) lets any carrier grandfather a legacy line with nothing more than a customer notice, and a full retirement filing now auto-grants in 31 days. Meanwhile the U.S. copper base has collapsed from 171 million PSTN lines in 2005 to 11.7 million in 2024, per TeleGeography. A grandfathered line is not a stable line. It is a line in runoff.

What Is Happening at Lumen?

Lumen is not being coy about direction; the direction is in the filings. The pattern over the last 15 months:

June 1, 2025CenturyLink (d/b/a Lumen) grandfathers Private Line services in state filings: no new orders, no renewals
January 30, 2026Level 3 Telecom grandfathers 40+ voice services, including basic business lines, across all 50 states and D.C.
February 2, 2026AT&T completes its $5.75 billion purchase of Lumen's Mass Markets fiber business (1 million subscribers, 4 million locations)
August 1, 2026Partners can no longer sell or renew Lumen voice offerings; expiring contracts move to month-to-month, per Channel Dive

Read those four rows together and the strategy is plain: Lumen is exiting the business of selling you phone lines. Its notices direct customers to their account teams to discuss alternatives, and its published migration paths point at cloud voice and SIP. None of the successor services documented in those notices is a like-for-like analog line.

For most office phones, cloud voice is a fine answer. The problem is everything in your building that is not an office phone.

What the FCC's 2026 Order Changed for CenturyLink POTS Replacement Timelines

The regulatory floor moved in the same direction. The FCC's Network and Services Modernization Order (FCC-26-19A1), adopted unanimously on March 26, 2026, grants carriers blanket authority to grandfather legacy voice services through customer notification alone, with no Section 214 discontinuance application required. A Section 214 filing is needed only for full retirement, and the automatic grant period for those filings is now a uniform 31 days. The order also preempts state and local rules that would delay a discontinuance after federal authorization.

RCN published a line-by-line breakdown of the order and what it means for organizations still on copper. The practical takeaway for CenturyLink customers: the notice you get may be the only notice you get, and the window it opens is measured in weeks, not years. If you want to see whether your serving wire centers are already in a closure zone, RCN's free POTS Wire Center Shutdown Tracker maps them.

Where Lumen's Migration Path Falls Short for Analog Endpoints

Cloud voice and SIP trunking serve knowledge workers well. They do not natively serve the analog endpoints that copper actually protects in most facilities:

  • Fire alarm panel communicators that expect a loop-start analog line and must support the technical safeguards required under NFPA 72
  • Elevator emergency phones governed by ASME A17.1
  • Fax machines in records, courts, and clinical workflows
  • Security and burglar alarm dialers
  • Gate entry, blue light, and other life-safety endpoints

Grandfathered copper feels like a safe holding pattern, but it decays in specific, operational ways. You cannot renew the contract, so pricing floats. You cannot place move or add orders, so a renovation, a panel replacement, or a new tenant space strands you. Repair intervals on a network in runoff get longer, not shorter. And business copper was already expensive: market rates commonly run $100+ per line per month, and the trade press has documented steep spot increases as carriers push customers off copper.

Red fire alarm pull station on a brick wall, the kind of analog endpoint still served by CenturyLink copper lines

A Third Path: POTS Link on Multi-Carrier Wireless

POTS Link by RCN Technologies is a fully managed cellular POTS replacement built for exactly the endpoints above. The gateway installs at the panel, delivers dial tone to your existing analog equipment with no rewiring, and carries traffic over LTE and 5G with multi-carrier redundancy, so the line survives both the copper shutdown and any single carrier's bad day.

What that means in practice

  • Drop-in for analog equipment. Fire panels, elevator phones, fax, and alarm dialers connect as they do today. Up to 8 native lines per device, extendable to 24 to 32.
  • Code-aligned by design. POTS Link supports the technical safeguards required under NFPA 72, ASME A17.1, and UL 864, with 24-hour battery backup on the gateway itself.
  • Multi-carrier, not single-carrier. Dual-SIM architecture with RCN-managed carrier selection per site. A CenturyLink exit does not become a bet on one wireless network.
  • Fully managed, 24/7/365 U.S.-based NOC. RCN provisions, installs, monitors, and supports the line end to end. Average deployment runs 19 days from order to dial tone.
  • Procurement-ready for public sector. Available on GSA Schedule, NASPO ValuePoint, Sourcewell, OMNIA Partners, and Equalis Group.

This is the same playbook the City of Round Rock used to replace 200+ POTS lines across 49 facilities, and the path Wauwatosa School District took to beat an imminent shutdown deadline without disruption.

Which Path Fits Which Organization

Grandfathered copper

A holding pattern, not a plan. It can buy a quarter or two for sites already scheduled for closure or consolidation, where spending anything on migration makes no sense.

Lumen cloud voice

Fits desk phones. If your CenturyLink footprint is purely office telephony and your sites have reliable broadband and power protection, a SIP or UCaaS migration through your Lumen account team is a reasonable move for those seats.

Frequently Asked Questions

What is the best CenturyLink POTS replacement for business and government?

A fully managed cellular POTS replacement such as POTS Link by RCN Technologies is the most direct replacement for CenturyLink analog lines serving fire panels, elevator phones, fax machines, and alarm systems. It delivers dial tone to existing analog equipment over multi-carrier LTE and 5G, supports the technical safeguards required under NFPA 72 and ASME A17.1, and is available on GSA Schedule, NASPO ValuePoint, Sourcewell, OMNIA Partners, and Equalis Group.

Did CenturyLink stop selling POTS lines?

Yes. Effective January 30, 2026, Lumen affiliate Level 3 Telecom grandfathered more than 40 voice services across all 50 states, including basic business lines: no new orders and no renewals, with move, add, or change orders accepted only for migrations or disconnects. As of August 1, 2026, partners can no longer sell or renew Lumen voice offerings, per Channel Dive reporting.

Is Lumen shutting off existing copper lines?

Not on a single announced date. Grandfathered services continue until contract expiration, and full retirement requires a Section 214 filing. Under the FCC's March 2026 Network and Services Modernization Order, those filings auto-grant in 31 days, so the gap between notice and shutoff can be short. RCN's free POTS Wire Center Shutdown Tracker shows whether your serving wire centers already have retirement activity.

Can a grandfathered CenturyLink line be moved or added to?

No. Lumen's notices state that move, add, or change orders are accepted only in limited scenarios such as migrations or disconnects. A renovation, panel replacement, or new suite generally cannot get a new copper line, which is often what forces the migration decision.

Does cloud voice or SIP work for fire alarm and elevator lines?

Generally no. Fire alarm communicators and elevator phones are engineered for analog loop-start lines with code-required supervision and backup power. Lumen's published cloud voice documentation does not address these life-safety requirements; buyers should request written compliance documentation from any vendor before committing. POTS Link was purpose-built for these endpoints, with 24-hour native battery backup.

How fast can POTS Link replace CenturyLink lines?

The average POTS Link deployment runs 19 days from order to dial tone, including site assessment, carrier selection per location, professional installation, and cutover. Wauwatosa School District beat an imminent shutdown deadline with this process, without disruption.

How does the CenturyLink situation compare to AT&T and Verizon?

All three incumbents are retiring copper, on different mechanics. AT&T is decommissioning wire centers and has committed to retiring copper across California by mid-2027, and Verizon is migrating millions of legacy lines in the Northeast and Mid-Atlantic. See RCN's companion breakdowns: AT&T POTS Replacement, Verizon POTS Replacement, and T-Mobile POTS Replacement, or browse the full POTS comparison hub.

What does POTS Link cost compared to CenturyLink copper?

Business copper commonly runs $100+ per line per month at market rates, and grandfathered lines have no contract protection. Organizations replacing POTS lines with POTS Link typically cut telecom spend 40 to 60%. RCN's POTS Line Replacement Calculator estimates savings for your line count.
