USAC‘s E-Rate program provides schools and libraries internet access and telecommunication services at discounted, affordable rates.

The process for this program requires the completion and reviewing of Federal Communications Commission (FCC) forms filled out by eligible schools and libraries.

Important deadlines for 2024 applicants are highlighted below:

Description of Services Requested and Certification (Form 470)

FCC Form 470 Deadline (Passed): February 28, 2024

By submitting the FCC Form 470, you opened the required competitive bidding process.

This form was to be submitted publicly for potential service providers, like RCN, to see that an applicant is seeking services or products eligible for E-Rate funding.

Now that Form 470 has been submitted, it must be certified in EPC at least 28 days before the close of the filing window for the funding year.

Description of Services Requested and Certification (Form 471)

FCC Form 471 Deadline: March 27, 2024 at 11:59 p.m. EDT

Form 471 allows applicants to request discounts on eligible services and equipment for the upcoming funding year.

This form will calculate the discounted percentage to which the applicant is entitled, which will be disclosed in a Funding Commitment Decision Letter (FCDL) from USAC.

It’s imperative to note that USAC checks accuracy of applicants’ certifications and will deny funding if one or more of the certifications were determined untrue.

Where To Submit Form Files

Forms can be submitted in an applicants E-Rate Productivity Center (EPC) account found on USAC‘s website. Our team of E-Rate funding experts offer help with any form concerns or questions, and can be contacted through the fill-out form at the bottom of the page.

Eligible E-Rate funding applicants must have both an EPC account and entity number to receive discounted services. An Eligible Services List (ESL) is provided by USAC for guidance on the eligibility of products and services under the Schools and Libraries Program.
